Background

The State has ended the contract of their current incentive program administrator. This means that many of the program administrative processes, particularly the APIs for the point-of-sale disclosure, are changing.

New Requirements

As a result of the change, sales members will be required to facilitate an updated point-of-sale disclosure process. This process requires preparation, training, and additional time at point of sale.

Timeframe

The new process begins 6/30/22. It is expected to last until 12/31/23 or later.

1) How do I access the sales rep training content?

2) Is the disclosure process mandatory?

Yes, the state of IL has a series of highly stringent compliance requirements. In addition to licensing requirements, the disclosure is required at point of sale, prior to any other documents being signed.

3) Can I send the contracts while we wait on the disclosure?

No, the state's strict rules dictate that contracts can only be issued after a completed, valid disclosure. While contracts may be signed later, they cannot be signed beforehand.

4) My customer wanted updates to their order and we need to resign contracts. Do I need a new disclosure?

Yes, the customer, in all cases, must resign an updated disclosure prior to the new HIC. The disclosure includes specific system details, such as size, etc, which will be audited by the state.

5) Why does the state have this process?

This process has always been present in IL, however, some automations were implemented over the years with the administrator. Now that the administrator is changing, the current manual process is required. These are ultimately consumer protection mechanisms to help ensure ethical sales in the state.

6) My homeowner will sign contracts, but not the disclosure. What can I do?

We cannot accept any customer contracts, or proceed to issue contracts, until a disclosure is signed.

7) Why the extra wait time?

Palmetto has dedicated a team to support our partner with the disclosure process. The disclosure itself is robust, featuring over 100+ fields, and is a very manual process. Palmetto's team is executing the bulk of the work for our sales members, and all customers need do is sign.

8) Does the customer have to fill out additional fields?

No, the customer only needs to sign the disclosure. Palmetto's team will fill in the various fields for you.

9) Does Palmetto know automatically when it's signed?

No. Chatting directly with the specialist team via the Alchemy chat is necessary both to request a new disclosure, and inform the team of a signature to unlock docs.

10) Why can't I see the other docs yet?

The remaining contracts/CRC docs can only be accessed after a disclosure is completed. Chat with our team once the customer has signed to unlock.

11) Can disclosures be pre-prepared?

No, due to the extremely manual nature of the process, Palmetto is only able to support disclosures for in-home sales, where the customer is qualified/approved and ready to move forward with contracts.
